Cross-boundary drivers to apply for smart ID cards

The Immigration Department met cross-boundary trade representatives yesterday (July 15) to give a brief introduction on the application procedures for the cross-boundary drivers in the coming replacement programme in September, 2004, under the Hong Kong Smart Identity (ID) Card Replacement Exercise.

In accordance with the Order issued by the Secretary for Security in May, 2004, for the third cycle of the replacement exercise, certain cross-boundary drivers are provided with an option, as from September 27, 2004 onwards, to apply for new ID cards at any one of the Smart ID Card Centres before the periods specified for their age groups or within the periods specified for their age groups.

To apply as a cross-boundary driver, in addition to the normal documentary requirements, applicant is required to bring along following proof upon application:

  1. a valid Hong Kong driving licence,

  2. a valid Mainland driving licence, and

  3. one of the following documents:-

    1. a valid "Approval Notice for Motor Vehicles and Drivers Travelling to and from Guangdong, Hong Kong and Macau" issued by the Vehicle Administration Office of the Guangdong Public Security Bureau;

    2. a valid "Check Book for Vehicles Travelling to and from Hong Kong" issued by the Shenzhen Customs;

    3. a valid "Check Book for Container Trucks Travelling to and from Hong Kong" issued by the Shenzhen Customs;

    4. a valid "Handbook for Drivers Driving to and from Hong Kong" issued by the Shenzhen Customs; or

    5. a valid "Check Book for the Inspection and Quarantine of Vehicles and Persons Travelling to and from the Mainland" issued by the Shenzhen Administration of Entry and Exit Inspection and Quarantine.

Starting from September 13, eligible cross-boundary drivers who wish to apply can book an appointment at any ESD kiosk, or by calling the hotline 1838 333, or visiting the ESDlife website www.esd.gov.hk.
