3.2

In Part VII Project Specification 3.2 Implementation Plan for AVCS, it is set out that the production rollout shall be started before end of 2006, and tenderer shall observe the major milestones dates which are highlighted in bold, i.e. 4. 2007 for Stage 5 Production Rollout Tentative End Date.

The closing date of this tender is November 3, 2006. This Government Purchase Open Tender has a tender evaluation procedure and process which consists of 5 stages. Within the process, a Free Demonstration will be required which will be 2-3 weeks after the tender closing date. At this, it is not possible to complete the evaluation, award the tender contract and has the Production rollout start before end of 2006 or ended in April 2007. We would like to ask the Department to be aware and take record that we participated in the previous APCS/AVCS tender (Tender Ref : PT/0379/2005) which closed on January 6, 2005. It has been more than 270 days, until today there is no result of tender award or cancellation.

Please clarify how the government can guarantee the contract award before end of 2006 which is one month after the tender closing date. If not, how the implementation plan would be rescheduled. Being the Project Specification of Tender which needs to be compiled by all tenderers, we also express our concern that this specification may constitute an unfair treatment to those tenderers who are not the existing AVCS contractor/vendors.

Answer :

According to section 3.2.1 of Part VII, Stage 5 - Production Rollout includes different major activities. Tenderers can refer the details in this section.

The government will endeavor to speed up the tender evaluation and meet the tentative implementation plan. Tenderers can refer to the Annexes of Part VII which provide information of the existing AVCS for tenderers' reference.

(Note : the tender closing date for previous APCS/AVCS tender (PT/0379/2005) was closed on 6 Jan 2006 instead of 6 Jan 2005.)
