All the information including this written response are for reference only and shall not be relied upon by the tenderers when deciding to submit their bids and/or to enter into any agreement with the Government. The Contract with the Government shall be on the terms and conditions set out in the Contract that constitutes the entire agreement between the parties to the Contract.

Please confirm if it is true that the ImmD AVCS clearance will precede the C&ED clearance in all the required and proposed AVC lanes (arrival & departure) for this SBCP tender?
Answer:
Please refer to Annex B - Layout Plans of Shenzhen Bay Control Point for the relative position of ImmD and C&ED areas in the combined kiosk.

Please confirm if it is expected for SBCP AVCS to provision send only (and not receive from) message to TMS system for display in entrance message display board (via RS232 interface with TMS system) for the purpose of AVCS clearance.
In addition, please also confirm that TMS system control of entrance MDB will not affect the AVCS clearance flow as well as the AVCS lane status. That is, AVCS clearance flow is independent of TMS system state and behaviour.

The final design of the AVCS at SBCP shall be confirmed during the System Analysis and Design Stage. Please note that according to 4.3.13.3 of Part VII, the Contractor shall coordinate with the corresponding C&ED contractors as well as other stakeholders and be responsible for seamless integration and the configuration of all related equipment for both ImmD and C&ED clearance to be performed in combined kiosk.

Please confirm if C/E will provide license plate number to SBCP AVCS system by sending the license plate number without the need for SBCP AVCS system to perform any software pulling.

Please confirm if TMS and C/E share the same physical interface to SBCP AVCS; and this interface will be RS232.
On the other hand, if TMS and C/E does not share physical interface towards SBCP AVCS, please clarify what will be physical interface from TMS and from C/E and associate protocol adopted at the respective interface.

Please confirm if the required proposed system for "Configuration Model of New AVC Control Point" includes backend system (PL/OL).
Answer:
As stipulated in section 2.1.2.1 of Annex I of Part VII, tenderers shall propose at least the three configuration models of hardware, software and other necessary components including, but not limited to, administration and monitoring equipment, CCTV equipment and network equipments, etc. for setting up the new control point with AVC Lanes.

Answer:
According to the section 2.8.1.1, tenderers shall propose the hardware, software, implementation services and on-going support & maintenance services for the Performance Layer of AVCS at SBCP.

Please confirm if a simulator will be provided by others for C/E and TMS interface to carry out the development and testing work.
