Exemptions

People in any of the following categories are exempted from registration :-

*

any bona fide traveller in transit through Hong Kong who is not staying for more than 180 days;

*

the aged, the blind and the infirm who have been approved by the Commissioner of Registration for exemption [Persons of this category may apply for Certificate of Exemption. For details, please press here.];

*

children under 11 years of age of consuls, consular staff and the Head and members of the Office of the Commission of the European Communities; and

*

children under 11 years of age*.

* If the children have the ROA in the HKSAR but have no Hong Kong permanent identity card, they may apply for a Hong Kong permanent identity card at the same time as they apply for a HKSAR passport. The passport and the permanent identity card will be issued at the same time.


Exclusion
* Vietnamese refugees in Hong Kong who are awaiting overseas resettlement
