Right of Abode in HKSAR - Application for Certificate of Entitlement

Application for a Certificate of Entitlement is only applicable to a person of Chinese nationality who was born outside Hong Kong to a parent who, at the time of birth of that person, is :

(a) a Chinese citizen born in Hong Kong before or after the establishment of the HKSAR; or
(b) a Chinese citizen who has ordinarily resided in Hong Kong for a continuous period of not less than seven years before or after the establishment of the HKSAR.

Mainland residents who are eligible for the right of abode in the Hong Kong Special Administrative Region may obtain the application forms in the place where their households are registered.

After obtaining the application forms, applicants should complete the forms correctly and file their applications to the local offices or departments of the Bureau of Exit-Entry Administration.  The Bureau of Exit-Entry Administration concerned will verify the relevant information in the application form and then refer the case to the Immigration Department for verification of the Certificate of Entitlement application.  After the verification, the Immigration Department will issue Certificate of Entitlement to those eligible.  The Certificate of Entitlement will be sent to the Bureau of Exit-Entry Administration concerned for passing to the applicant.

To ensure that the eligible Mainland residents born to Hong Kong residents can come to settle in Hong Kong in a lawful and orderly manner, the One Way Permit issued by the Bureau of Exit-Entry Administration and the Certificate of Entitlement issued by the Immigration Department through Bureau of Exit-Entry Administration will both be issued to the applicant at the same time.  To achieve this, the Certificate of Entitlement will be affixed onto the One Way Permit, and both documents will have to be produced for inspection at boundary checkpoints when the applicants leave the Mainland for settlement in Hong Kong.

Mainland residents who are eligible for the right of abode in the Hong Kong Special Administration Region should submit their Application for Certificate of Entitlement according to the above-mentioned procedures. Applications submitted in other forms will not be accepted.
