Hong Kong Special Administrative Region Re-entry Permits

ELIGIBILITY

Hong Kong Special Administrative Region Re-entry Permits are issued to the following Hong Kong residents for travel to the mainland of China and Macau Special Administrative Region:

* Chinese Citizens who have either acquired the right of abode or been granted unconditional stay in Hong Kong; and
* Persons not of Chinese nationality who have been granted unconditional stay in Hong Kong but cannot obtain national passports or travel documents of any other countries or regions.


TYPES OF HK SAR RE-ENTRY PERMIT

* a single HK SAR Re-entry Permit is good for a single journey and valid for six months
* a multiple HK SAR Re-entry Permit is good for multiple journeys and valid for five years

APPLICATION FORM

* ID 73 - for persons 16 years of age and over
* ID 73A - for children under 16 years of age

WHERE TO SUBMIT THE APPLICATION

* at all Immigration Branch Offices

MODE OF APPLICATION

* submit the application in person
* applicants under the age of 16 must submit the application in person with a parent or legal guardian

* produce documents as listed

FEES

* fee is payable upon issue of the permit

REMARKS

* Under the 'Easy Travel Scheme', holders of Hong Kong Identity Cards bearing '***', '*' or 'R' symbol or locally issued Hong Kong Permanent Identity Cards, who are aged 11 or over, can travel to and from the Mainland and Macau SAR through HKSAR without producing HKSAR Re-entry Permits or other travel documents at Hong Kong immigration control points. They are also not required to fill in arrival/departure cards.
* If the child's facial appearance as compared to the photograph on the Re-entry Permit he/she is holding has changed, replacement Re-entry Permit may be applied for before the expiry of the current Re-entry Permit.

List of documents to be produced for Hong Kong Special Administrative Region Re-entry Permit applications


1. For applicants aged 18 or over
(a) an application form for HKSAR Re-entry Permit (ID73) duly completed and signed;
(b) applicant's Hong Kong identity card; 
(c) documentary evidence of permanent residence in Hong Kong (for applicants who has newly acquired such residence in Hong Kong), and
(d) 1 recent photograph (please see photograph requirement).

2. For applicants aged 16 and 17
(a) documents listed in paragraph 1 above;
(b) a parent or legal guardian should complete and sign section 4 of the application form to confirm his/her consent to the application;
(c) the consenting parent or legal guardian's Hong Kong identity card or valid travel document; and
(d) applicant's birth certificate to prove the relationship between the applicant and the consenting parent, or a court order, if appropriate, to prove that the consenting legal guardian has custodial rights in respect of the applicant.
(If applicant is married, his/her marriage certificate is required instead of the above mentioned parental consent.)

3. For children under 16 years of age
(a) an application form for HKSAR Re-entry Permit (ID 73A) duly completed and signed by parent or legal guardian (i.e. the applicant);
(b) the child's Hong Kong identity card and birth certificate;
(c) if the child does not have a juvenile identity card, or the child's juvenile identity card does not bear a photograph, school document bearing the name, date of birth and photograph (which should be certified by a chop of the school) of the child (e.g. a Student's Handbook), or other evidence of identity is required. If evidence of identity is not available, a completed counter-signatory form (ID641) (a recent photo of the child should be affixed on the form) with a copy of the counter-signatory's identity card or travel document bearing the counter-signatory's signature are required. Any person (except the parent or guardian of the child) who is aged 18 or above and knows the child can act as the counter-signatory;
(d) documentary evidence of permanent residence in Hong Kong if the child has newly acquired such residence in Hong Kong;
(e) the birth certificate of the child to prove the relationship between the child and the consenting parent; or a court order, if appropriate, to prove that the consenting legal guardian has custodial rights in respect of the child;
(f) Hong Kong identity card or valid travel document of the parent or legal guardian who makes the application on the child's behalf; and
(g) 1 recent photograph of the child (please see photograph requirement).

Notes:
(i) Depending on the circumstances of individual applications, you may be required to produce photostat copy of the documents.
(ii) If the applicant is requesting a replacement HKSAR Re-entry Permit, the applicant's / child's previous permit should be produced for cancellation upon application.
(iii) If the applicant's / child's previous HKSAR Re-entry Permit is lost, damaged or not available, the applicant should provide the circumstances of loss / damage or reasons for its unavailability in Form ID645.  A new Re-entry Permit will be issued only after extensive enquiries.

PHOTOGRAPH REQUIREMENT
* One recent photograph of the applicant/child is required. The photograph should be taken full face, without a hat. The background should be plain and of a light colour. The size must not be larger than 55 x 45 mm or smaller than 50 x 40 mm. The photograph will not be stuck onto the permit. It is used for reproduction of a digitised image. The quality of the image appearing on the permit will depend on the quality of the original photograph you have furnished.
