Provision of HKSAR Re-entry Permit replacement service in the Mainland

Introduction

Eligible applicants may submit their replacement applications for expired or lost HKSAR Re-entry Permit (REP) at Immigration Divisions of the Office of the Government of the HKSAR in Beijing (“BJO”), the Hong Kong Economic and Trade Office in Shanghai (“SHETO”), the Hong Kong Economic and Trade Office in Chengdu (“CDETO”), the Hong Kong Economic and Trade Office in Guangdong (“GDETO”) and the Hong Kong Economic and Trade Office in Wuhan (“WHETO”) and subsequently collect the REP through an authorised local referee at the selected Immigration Branch Office in Hong Kong.

Applicants must submit their REP replacement applications in person at BJO, SHETO, CDETO, GDETO and GDETO. The Immigration Divisions of the Mainland Offices will conduct initial check on the submitted documents which will be forwarded to the Immigration Branch Offices for processing. After approval of the applications, the Immigration Branch Offices will inform the authorised local referee to attend the selected office in Hong Kong for payment and collection of REP.

Undertaking of Application for REP Submitted at the Mainland Offices

Applicants should complete the application forms which should be submitted together with the supporting documents.

Photograph

Three recent colour photographs conforming to the following requirements:

  • taken full face, without a hat;
  • the background should be plain and of a light colour; and
  • the size must not be larger than 55 x 45 mm or smaller than 50 x 40 mm.

Supporting Documents

(a) Hong Kong identity card (if applicable);
(b) Existing REP (only the page with the personal particulars and photograph is required for photocopy);

Additional requirements for an unmarried person under 18 years old

(c) Consenting parent or legal guardian's Hong Kong identity card or valid travel document(s);
(d) Birth certificate (not required if the applicant was born in Hong Kong) to prove his/her relationship with the consenting parent, or a court order, if applicable, to prove that the consenting legal guardian concerned has custodial rights in respect of him/her;
(e) Applicants who are not holding a valid Hong Kong identity card for persons from the age of 11 years to 17 years, school document (e.g. a Student's Handbook bearing the child's name, date of birth and photograph that should be certified by a chop of the school) or other proof of identity bearing a photograph is required. If such school document or proof of identity is not available, a completed Form for Countersignature (ID641) together with a photocopy of the countersignatory's identity document should be submitted.

For a married person under 18 years old, only his/her marriage certificate (not required if the applicant got married in Hong Kong) is required. Parental or legal guardian's consent and items (c) and (d) are not required.

When submitting the application in person, applicants should bring the application form and photographs along with the original and photocopies of supporting documents.

Fee

Applicants should assign a local referee to pay the REP fee upon collection at the selected Immigration Branch Office in Hong Kong. Payment can be made by EPS, Octopus, FPS, cash or crossed cheque payable to 'The Government of the Hong Kong Special Administrative Region'. Post-dated cheques will not be accepted.

Processing Time

The processing time of a replacement application will normally take 4 to 6 weeks upon receipt of all necessary documents and photograph. The time for forwarding the application is excluded.

The Immigration Branch Offices in Hong Kong will inform the authorised local referee when the new REP is ready for collection.

Arrangement for Collection of the REP

The authorised local referee should attend the selected Immigration Branch Office in Hong Kong for payment and collection of REP.

The existing REP should be produced upon application at the Mainland Offices and for cancellation upon collection of the new one at the selected Immigration Branch Office in Hong Kong. If applicants declare on ID73/ID73A that the existing REP have already expired, it is not necessary to produce the existing REP upon collection.
