Non-stamping Immigration Clearance Arrangement for Hong Kong Non-permanent Residents (w.e.f. 19 Dec 2013)

Arrival

With effect from 19 December 2013, stamping of travel document for non-permanent residents during arrival clearance will be replaced by the issue of landing slip which bears the non-permanent resident’s English name, travel document number, arrival date, conditions and limit of stay in Hong Kong.

In general, (i) foreign domestic helpers, (ii) non-local students, (iii) imported workers, (iv) non-local technical personnel admitted into the Hong Kong Special Administrative Region (HKSAR) for employment and their dependants under the Technology Talent Admission Scheme (for Companies Subsidised under the New Industrialisation Acceleration Scheme), (v) non-local technical professionals admitted into the HKSAR for employment and their dependants under the General Employment Policy and Admission Scheme for Mainland Talents and Professionals (Technical Professionals Stream) and (vi) persons admitted into the HKSAR on employment condition and their dependants under the Vocational Professionals Admission Scheme will be issued with a landing slip upon each arrival. For other non-permanent residents, landings slips will be issued upon their first entry only. Upon subsequent arrival, no slips will be issued and no stamping will be made on their travel documents.

Points to note

Non-permanent residents should keep the landing slip while remaining in Hong Kong.
Under normal circumstances, loss of landing slip will not affect the departure clearance formalities. Those who require a replacement of landing slip may apply for free at the Extension Section, 5th Floor, Administration Tower, Immigration Headquarters, 61 Po Yap Road, Tseung Kwan O, New Territories.
The landing slip bears the non-permanent resident’s condition and limit of stay in Hong Kong. Persons who breach a condition or limit of stay are liable to criminal prosecution.
Stamping on travel documents may still be required in exceptional circumstances.

A2: The landing slip bears a non-permanent resident’s conditions and limit of stay. He/she should keep the landing slip while remaining in Hong Kong. Under normal circumstances, loss of landing slip will not affect the departure clearance formalities. Q3: Can the non-permanent resident request for stamping on the travel document so as to keep the travel record?

A3: Upon implementation of non-stamping immigration clearance arrangement, the immigration clearance officers will not stamp on the non-permanent residents’ travel documents. If the non-permanent resident needs to apply for his/her travel record, he/she may submit an “Application for a Statement of Travel Records“ to the Records Centre of the Immigration Department and pay the application fee.

Q4: Will permanent residents be issued with landing slips under the new arrangement ?

A4: In general, no stamping on travel document and no landing slip will be issued to permanent residents under the new arrangement. Permanent residents arriving on the strength of a valid travel document affixed with a Certificate of Entitlement to the Right of Abode in the Hong Kong Special Administrative Region will be issued with a landing slip in lieu of stamping upon their first entry. The landing slip will bear his/her English name, travel document number and the date of arrival.

Non-stamping Immigration Clearance Arrangement for Visitors

Landing slip in lieu of stamping on the travel document

Arrival

With effect from 19 March 2013, all arriving visitors at immigration control points will be issued with landing slips in lieu of stamping on their travel documents. The landing slip is the same as that currently issued to Macao Smart Permanent Identity Card holders and Taiwan residents travelling under the Pre-arrival Registration arrangement. It bears the visitor’s English name, travel document number, arrival date, conditions and limit of stay in Hong Kong.

Upon departure, no slip will be issued and the travel documents will not be stamped.

Points to note

Visitors are required to keep the landing slip while remaining in Hong Kong.
If a visitor loses the landing slip, he/she may approach in person the Extension Section (5th Floor, Administration Tower, Immigration Headquarters, 61 Po Yap Road, Tseung Kwan O, New Territories) and be issued a replacement free of charge.
Visitors are required to leave Hong Kong on or before their limit of stay expires. They shall not take any employment (whether paid or unpaid), establish or join in any business and/or become a student at a school, university or other educational institution. Persons who breach a condition of stay are liable to criminal prosecution. (The requirements are printed on the back of the landing slip as shown below.)
