Drop-in
Applicants can deposit their application forms, duly completed and signed, together with copies of supporting documents, into the drop-in boxes provided by the Immigration Department.
In Person
Applicants may make prior appointment for submitting their applications in person to any Registration of Persons Office (except Kwun Tong (Temporary) Office). Application will be assessed on case-by-case basis.

All necessary documents and information in support of the application.
Upon receipt of the application, the Registration of Persons Office will ask the applicant to attend an interview to produce the originals of his/her supporting documents. Depending on the case nature, applicant may also be required to make statutory declaration to the registration officer. If the application is approved, arrangements will be made for the applicant to replace his/her identity card at a fee of HK$460.
Important Note: Declarant with hearing or speech difficulties should be accompanied by a sign language interpreter or relative or friend who are conversant with sign language to assist in making the statutory declaration. The person providing the interpretation is also required to declare/swear/affirm that he/she has truly, distinctly and clearly interpreted the contents of the statutory declaration to the declarant. If needed, members of the public may draw reference from the webpage of the Social Welfare Department for the support services provided by the Multi-service Centre for the Hearing Impaired (link). For those not familiar with the Chinese language or the English language, they should also be accompanied by an interpreter, a relative or a friend to assist. In addition, Access Officers are available for different registration of persons offices to offer practicable assistance to members of the public in need. Applicants may contact the registration of persons offices if they have any other special needs.
