The following types of services are available:

  1. Registration of identity cards for Hong Kong residents, including
    1a. First registration of identity cards for Hong Kong residents reaching the age of 11
    1b. Replacement for juvenile identity cards for Hong Kong residents reaching the age of 11 and holding minor identity cards issued to persons under the age of 11
    1c. Replacement for adult identity cards for Hong Kong residents reaching the age of 18 and holding juvenile identity cards
  2. Registration of identity cards for new arrivals
    (other than new arrivals holding Permits for Proceeding to Hong Kong and Macao (commonly known as 'One-way Permits'))
  3. Replacement for new smart identity cards for persons still holding an old identity card
  4. Replacement of identity cards for persons whose identity cards have been lost, destroyed, damaged or defaced without appointment
  5. Replacement of identity cards for persons subsequent to changes in their immigration status, including
    5a. Replacement for permanent identity cards for persons holding Hong Kong Identity Cards with their eligibility for permanent identity card verified
    5b. Apart from item 5a, replacement of non-permanent identity cards for other persons subsequent to changes in their immigration status
  6. Amendment of registered particulars
  7. Application for Certificate of Registered Particulars
  8. Application for Certificate of Exemption
  9. One-stop application for issue of identity card and travel document services (except first application for HKSAR passport by a person aged under 11)

All Registration of Persons Offices are using a quota system. Applicants are required to get a quota by appointment before proceeding to respective office for applications. Applicants may use the 24-hour appointment booking system at below to make an advance booking for registration of smart identity card within the following 96 working days through the Internet or a touch-tone dial telephone. For applicants without an appointment but with an urgent need to replace their identity cards which have been lost, destroyed, damaged or defaced, staff of ROP office will offer assistance based on individual circumstances.

Residents affected by the fire in Tai Po may visit any Immigration Office during office hours for the replacement of personal documents without an appointment.

From December 1 (Monday) to December 6 (Saturday), the ImmD has arranged special service sessions during non-office hours for residents affected by the Tai Po fire for replacement of personal documents at the Immigration Headquarters in Tseung Kwan O. Special service sessions are from 6pm to 10pm during the period from December 1 (Monday) to December 5 (Friday), and from 1pm to 10pm on December 6 (Saturday).

The ImmD will deploy officers to the two temporary shelters still in operation (Tung Cheong Street Community Hall and Tai Po Community Centre) and arrange designated transport service to convey affected residents to the Immigration Headquarters in Tseung Kwan O for processing relevant applications.
